For Native Americans, all culture – religious, economic, social,
technological and political – based on the concept of a community of beings, or more correctly a community of being. Each individual – human, animal. Plant and even the forces of nature – are parts of a single living cosmos. Each has its purpose and its own niche as part of the whole. The individual, the person, is not out to dominate nature, control others, or compete for respect or property. Everyone strives to perfect their own being in harmony with and as part of the whole.
Human rights are not a matter conferred by the government. They are arts
of one’s own duty and obligation to be. Every being, human and non-human, is responsible for developing not only its own creative powers, but those of all others in the universe in which it participates (15).
From this the Indian economic-political system developed
metaphysical understanding. One could not own property, for property had its own
Being. Even tools, clothes, and utensils had an essence and a purpose that needed to be fulfilled.
One’s own future and the well-being of the family were not secured by an accumulation
of material wealth, but through one’s own service to being. Elaborate ceremonies were
designed to provide for the wide distribution of food, shelter, and more
Essentials, especially for the old and the weak. The dignity of the individual
was won not by what he had, but by what he could give away—his
contribution to society. The great hunter or craftsman had no concept of selling
the product of his labor. His duty to be was to create for the good of mankind
community. The natural system was one of collaboration, consensus and
Confederation rather one of competition, confrontation and struggle for power.
Variations on this theme were also known in Africa and Asia
America. They were the rule rather than the exception before the advent
European expansion. They are perhaps too idyllic to be copied unchanged
the overpopulated, underserved and stressful world we know today. but through
by imagining ourselves within the framework of alternative systems of government, we can
be able to break the shackles that bind us to the dying paradigms of the passing age.
Governance for the New Age cannot be based on the narrow concepts of
Government through bureaucratic nation-state hierarchies. The current
Transformation is holistic and multidimensional. fitting
Transformation, world governance should be holistic and multidimensional. we
must recognize the many forces of human governance and build a world that
reflects, encourages and uses the emerging spiritual and ethical
Affirmation of human rights and human dignity. A future world government can be
represented as a multidimensional network or networks that feed each individual
with many optional ways through which he can take care of his own well-being and
can take part in controlling world events.
A multidimensional system of world government is indeed nothing new. World
Religions have never fully relinquished their power to rule
nation states. New systems of supranational control were created by
multinational corporations that not only could not avoid the interference
Interference from national governments, but likely a positive force in
Avoiding destructive wars between nations in which their financial interests lay
involved. The oil producing countries added another dimension through OPEC
World government that goes far beyond the borders of nation states. Such
Examples prove that the world order has many dimensions; They also show this grass
Roots involvement is not yet foreseen in global decision-making.
These beginnings need to be expanded to provide a system of optional approaches
which earthling can express his preferences for the world of the future. A
World Council of Ethnic Groups could cater for each individual on channel
rise from his home village to the highest ranks of world government. A

World Council of Workers; a World Council of Homeowners; a world council of
Religion; a World Council of Nations; a world council of business and other world

representation and set the general direction of world affairs.
Such a world represents more than the territorial rights of nation states
could reduce the tensions leading to wars and could give people new agents
who declare their allegiance and allegiance. But only replace many
parallel hierarchies would not necessarily support human rights, justice,
Democracy, peace or self-realization. Any vertical hierarchy can remain open
to dominance and elitism. New Age governance calls for a more fundamental
Reorganization of our communication and governance channels. It demands horizontally
Linking at the level of individuals and their communities, as well as multiple verticals
Connection to the seats of world government.
It is not even necessary to destroy or replace the current world government
System to realize a system of world government that gives more
Voice and more power for the people. As has been emphasized throughout this article
Formal government is only one element of the world order. non-formal, informal, non-
Governmental and voluntary organizations are already playing a significant role within the
very dangerous and flawed United Nations/Nation States system. The existing ones or any
Form of government could ensure a more stable, humane and just future
all only if the values of the people replaced those of the competing ruling elites.
The main need is in human-to-human transitional networks where the
Grassroots organizations can build solidarity by understanding each other’s desires.
The strategy for this is to set up horizontal networks as complementary alternatives
to the existing order. This “second level of world government” could gain in importance
over many, if not all, of the functions now exercised by the Union of Nations.
The embryos for such New Age governance are beginning to take shape. sister
Cities International (16) is a transitional partnership of cities providing technical assistance
mutual support in solving urban problems; Action Aid from London (17).
helped small communities and small industries support each other. That
Experiment in International Living (18) helps students learn more about each other’s lives
culture through living in another house; TRANET (19) promotes bilateral links
between groups developing appropriate technologies; the international one
Communities Exchange (20) provides information for groups who want to exchange ideas
experiences in new lifestyles; and many other transition networks help with this
Promoting a non-state world system of cooperative self-reliance (21).
So far, few of these non-governmental networks have paid serious attention
to their potential involvement in world government. Those who have the official
NGOs working with UN agencies have spent many fruitless days responding
empty proposals and hackneyed proposals from UN committees and
Bureaucracy. They have put little effort into creating their own initiative
Peace and understanding among people or between nations. Notable exceptions to
this general rule was the Pugwash Conferences (22). Initiated by Albrecht
Einstein, Bertrand Russell and their leading scientists at the height of the Cod War,
the Pugwash conferences bring together leading scientists from around the world,
regardless of the relationships of their respective nations to discuss world
Issues unhindered by official national positions. Although elitist and
Confined to the problems of science and society, Pugwash provides a model for this
Other human-to-human networks could be built as harbingers of the New Age
As transition networks mature and cover, there is growing insight
that self-renewal, local community action, alternative technologies, human rights,
ecological concerns and other transformation activities must be linked
Develop concepts for a just world order. It is not enough to “move the chairs around
on the Titanic”. A just world order can only be built if the radical is recognized
Reformation of human thought that is taking place across the planet now.
There are many New Age networks. Some have their heads in the esoteric
Clouds. Others keep their hands and feet in the swamp of the all-too-real land of development
Help. Others have locked themselves in their academic ivory towers. the millennium
is a time of coming out and coming together. New Age governance must have many
Elements; the spiritual, the technical, the social, the economic and the political.
They must be harmonious and unified, and they must be rooted in minds and hearts
and souls of all people. Transnational people-to-people networks are considered stronger
built, and as bridges grow stronger between the many New Age movements, a new one will emerge
Age governance will emerge for the fuller fulfillment of human potential.
